Qasim Ibrahim, one of the Maldives' most prominent businessmen, philanthropists, and former finance ministers, has been conferred the Order of the Distinguished Rule of Izzuddin (O.D.R.I.)—the nation’s second-highest honour.
The prestigious award was presented by President Dr Mohamed Muizzu during the official Independence Day ceremony held this morning. Qasim had previously received the third-highest national honour, making this a rare double conferment in the country’s history.
A self-made entrepreneur, Qasim Ibrahim has been a transformative force across multiple sectors, including tourism, shipping, oil, education, aviation, and retail. His flagship company, Villa Hotels, has developed some of the most iconic resorts in the Maldives, including Sun Island, one of the nation’s largest.
Qasim is also widely respected for his philanthropy. Through his foundation, he has provided financial assistance, medical aid, and educational scholarships to thousands of Maldivians. Under his leadership, Villa College was established and has grown into one of the country’s leading private institutions of higher education.
In public service, Qasim has held several key roles, including Minister of Finance, Governor of the Central Bank, and briefly, Minister of Home Affairs. He is the founder of the Jumhooree Party, a three-time presidential candidate, and a longstanding member of parliament, often referred to as a “kingmaker” in Maldivian politics.
He also played a pivotal role in drafting the Maldives’ current constitution, securing his legacy as a central figure in the country’s modern democratic journey.
The Order of the Distinguished Rule of Izzuddin recognises Qasim Ibrahim’s lifelong contributions to the nation—spanning business, public service, and philanthropy.
