Maldives, Japan Sign $10.5 Million Grant Agreement to Boost Disaster Resilience in Malé

The Government of Maldives and the Japan International Cooperation Agency (JICA) have signed a Grant Agreement worth approximately USD 10.5 million (1.56 billion Japanese Yen) to enhance disaster resilience in Malé. The project will strengthen the island’s seawalls and introduce stormwater drainage equipment aimed at reducing risks from waves and heavy rainfall.

The agreement marks the construction phase of the “Project for Disaster Resilience Enhancement in Malé Island” and follows the Exchange of Notes signed between the Governments of Japan and Maldives on July 26, 2025. The initiative seeks to safeguard daily life, economic activities, and community well-being by reinforcing disaster preparedness in the capital.

The signing ceremony was held at the Ministry of Finance and Planning, where Deputy Minister of Finance and Planning Hassan Miras signed the agreement on behalf of the Maldives, while JICA Resident Representative Taki Motoo represented Japan. Ambassador of Japan to the Maldives, H.E. Ms. Ishigami Rumiko, also attended the event along with senior officials from the Ministries of Finance and Planning, Foreign Affairs, and Construction, Housing and Infrastructure.

Speaking at the ceremony, Mr. Taki described the project as a continuation of Japan’s long-standing support to the Maldives, recalling seawall construction projects between 1988 and 2006 that shielded Malé from the devastating 2004 Indian Ocean tsunami. He stressed that the new initiative would build on this legacy by upgrading coastal protection systems and integrating specialized stormwater drainage solutions.

Deputy Minister Miras underscored the importance of the project in addressing the increasing threat of water-related disasters, highlighting that the enhancements will play a vital role in safeguarding residents and ensuring the stability of Malé’s social and economic life.

The Government of Maldives extended its appreciation to Japan and JICA for their continued cooperation and support in strengthening the nation’s resilience and development.
